The negation truth functor.  Its truth-table is:

Essentially the truth value of its operand is inverted.

Example

Natural Language:  “The government’s social inclusion policy isn’t working.”

Pacisco:  not The government’s social inclusion policy is working.  [In Pacisco, negative claims should preferably be stated in a positive sense and then rebutted, though this is not a strict requirement.]
